The dislocation density evolves to the dynamic equilibrium value related to the stress. In low-strain creep experiments, similar stage of decreasing strain rate is observed along with apparent transition to steady state. Deeper analysis of the parameters of the stage shows that the substance of the process must be different. The main reasons are: i) the strain is too small for dislocation substructure rearrangement, ii) stress and temperature dependencies of the transition strain and relaxation time do not correspond to any of the known primary creep processes, iii) the strain reached during the stage is almost fully recoverable, so that the deformation is rather anelastic. The transition strain observed in low strain rate experiments thus should be treated as a special „pre-primary“ stage, while the apparent secondary stage is in fact part of the primary creep stage.
