Some general problems of the recent or present decentralization reforms in the countries of east and central Europe and the Commonwealth on Independent States (CIS) are discussed and suggestions are made concerning their strategy. Sub-chapters are devoted to prerequisites to decentralization, its tasks, salient issues, strategy and evaluation criteria. The paper was inspired by the authors' cooperation with the United Nations Development Programme.
