This report presents the mid-term external evaluation of the Gender-SMART project carried out in Work Package 8 (WP 8). The report first presents the goals and methodology used in the external assessment, it continues to present findings related to the implementation of Gender Equality Plans (GEPs) and of the project in terms of management and cooperation. The implementation of the GEPs is presented overall, across all partner institutions, and individually per implementing institution. The GEP implementation process is analysed using a combination of the gender mainstreaming impact drivers and the actor mobilisation approach. The method used will make it possible to chart progress toward institutionalisation of gender equality and the steps needed to achieve institutionalisation. The analysis builds on a diverse range of data and information gathered during the project, including three different types of questionnaires and monitoring calls.
