Text vychází z názoru, že pojem státu (jakožto entity odlišné jak od vládního aparátu, tak od ovládaných či občanů) je až výdobytkem moderní doby, přičemž ve stejné době, kdy se stát stává tématem politické filozofie, se tematizuje i jisté pojetí státu, v němž již nejde o to, co je dobré či zákonné, ale o to, co je nutné a účelné – technický stát. Přes analýzu Machiavelliho válečnické racionality a Boterovy ekonomické racionality, příbuznosti „kontinentálního“ absolutistického státu a anglické parlamentní monarchie přechází až k popisu dnešní koncepce právního státu a demokracie jako do velké míry technických řešení problému fungování moci a její legitimizace, přičemž obě koncepce se často sklánějí před požadavkem nutnosti. Tím chce říci, že mnohá technická řešení současných problémů (typicky hrozby terorismu či ekonomické krize) jsou vlastně jen důsledkem technického pojetí státu, které je zde s námi od počátků modernity

The fundamental presumption of this text is that the concept of state (as an entity distinct from the government on the one side and from the subjects or citizens on the other) was born in the beginning of modernity and at the same time the concept of technical state (where efficiency and necessity are more important than what is legal or good) starts its career. After analysis of Machiavelli’s military rationality and Botero’s economic rationality, fundamental similarity between absolutist state and English parliamentary monarchy the text tries to analyse present-day concepts of rule of law and democracy as more or less technical solutions of problems of power functioning or its legitimacy, taking into consideration that both rule of law and democracy are usually superseded by requirements of necessity. Talking about it the text wants to emphasize that many technical solutions to our present problems (typically the threat of terrorism or economic crisis) are only the consequences of technical concept of state that “lives with us” from the beginning of modernity
