Publikace představuje čtvrtý svazek Edice politických programů, která má za cíl dokumentovat programový vývoj politických stran v českých zemích až do roku 1948. Připravený svazek navazuje na třetí díl této edice, který byl věnován programům českých národních stran až do říšských voleb 1891, v jejichž důsledku skončila dominance staročeské Národní strany v české občanské politice. Tento čtvrtý svazek se zabývá programy staročeských a mladočeských stran v Čechách, na Moravě a ve Slezsku v letech 1891-1914, v době pokračující diferenciace českého politického stranictví. Hlavní téma českých politických subjektů tvořil tehdy vztah českého národa k rakouskému státu, prosazení českých požadavků na národní a jazykovou rovnoprávnost s Němci v českých zemích při respektování státoprávního celku zemí České koruny. Od počátku 20. století se staročeští a mladočeští politikové vyjadřovali k vládním a německým návrhům podoby česko-německého vyrovnání v Čechách a na Moravě a byli rovněž konfrontováni s požadavkem zavedení všeobecného volebního práva. Editor úvodem přináší obsáhlou studii o proměnách politických programů českých národně liberálních stran v daném období. Edice celkem obsahuje 127 programových dokumentů (oficiální programy, memoranda, prohlášení, zákonné návrhy ad.), opatřených textově-kritickým a věcným poznámkovým aparátem, jmenným rejstříkem a seznamem použitých pramenů a literatury.

The publication constitutes the fourth volume of the Edition of Political Agendas that aims to document the development of political parties in the Czech lands until 1948. The forthcoming volume is a follow-up to the third part of this edition, which was dedicated to political agenda of Czech nationalist parties until the 1891 German federal elections that resulted in an end to the dominance of the Old Czech Party within Czech civil policy. This fourth volume is concerned with political agenda of both the Old and Young Czech parties in Bohemia, Moravia and Silesia in 1891-1914 during the ongoing differentiation of Czech adherences to the political parties. The main issue of the Czech political subjects was therefore the relationship between the Czech nation and the Austrian state and enforcement of Czech requirements for ethnic and linguistic equality with the Germans in the Czech lands while respecting the constitutional unity of the Czech Crown lands. From the early 20th century, the Old and Young Czech Party politicians expressed their views on the governmental and German proposals regarding the Czech-German settlement in Bohemia and Moravia and faced confrontations with their demands for the establishment of universal suffrage. In the preface the editor presents a large paper on the transformations of political agenda of the Czech national liberal parties in the given period. The edition contains 127 documents (official agenda, memoranda, statements, legal proposals, etc.) supplemented with textual critical and factual annotation apparatus, a name index and list of sources and literature.
