This paper asked what exactly is supposed to be governed by the just transition imperative at the international level. It explored two possible approaches to understanding the concept from the international law perspective. The narrower understanding of the just transition at the international level works as an instruction from the international community to states on how to tackle their national transition processes internally. It concerns above all how Nationally Determined Contributions (NDCs) are nationally implemented. The broader coverage includes also how the NDCs are determined, i.e. how the burdens (and costs) of the global transition are allocated among states that are, to varying degrees, affected by climate change, and have varying capacities to carry out the transition.
