Cílem workshopu bylo otevřít prostor pro širší náhled na koncept spravedlivé transformace, shrnout dosavadní zkušenosti s procesem spravedlivé transformace v ČR a propojit expertízy a zkušenosti teoretiků a praktiků. Spravedlivá transformace (just transition) je soubor vodítek a principů akcentující spravedlnost, které mají řídit přechod od fosilní ekonomiky k nízkouhlíkové. V EU vychází ze Zelené dohody pro Evropu (European Green Deal) a na ní navázaných opatření. V ČR je koncept spravedlivé transformace relativně nový, spojovaný dosud především s využitím finančních nástrojů a s evropským Fondem pro spravedlivou transformaci, který podporuje investice a přeměnu území dotčených nutností odklonu od uhlí. Na workshopu prezentovali své pohledy na spravedlivou transformaci zástupci akademické sféry, veřejné správy a dotčených krajů (v případě ČR jde o uhelné regiony – kraj Moravskoslezský, Ústecký a Karlovarský), byznysu i neziskových organizací.

Autorka vystoupila s příspěvkem Pojem „just transition“ a jeho dosavadní chápání v ČR. V něm by vysvětlen historický původ pojmu just transition (spravedlivá transformace) v oblasti hnutí za spravedlivé pracovní podmínky a jeho vstup do debaty o řešení klimatické krize. Nyní hraje tento koncept roli ideového zázemí procesů mitigace a odklonu od fosilního hospodářství. Dále byl uveden základ tohoto konceptu v právu EU a dosavadní úzké chápání v ČR omezené převážně na využití prostředků z Fondu spravedlivé transformace pro přeměnu českých uhelných regionů.

The aim of the workshop was to open a space for a broader view of the concept of just transition, to summarize the experience with the process of just transition in the Czech Republic and to connect the expertise and experience of theoreticians and practitioners. Just Transition is a set of guidelines and principles emphasizing fairness to guide the transition from a fossil-based to a low-carbon economy. In the EU, it is based on the European Green Deal and its follow-up measures. In the Czech Republic, the concept of just transition is relatively new, associated so far mainly with the use of financial instruments and the European Just Transition Fund, which supports investment and transformation of areas affected by the need to move away from coal. At the workshop, representatives of academia, public administration and the regions concerned (in the case of the Czech Republic, the coal regions – Moravskoslezksý, Ústecký and Karlovarský regions), business and NGOs presented their views on just transition.

The concept of Just Transition and its current understanding in the Czech Republic
The paper explained the historical origins of the concept of just transition in the fair labour movement and its entry into the debate on solutions to the climate crisis. The concept now plays a role as an ideological backdrop to processes of mitigation and transition away from the fossil economy. Furthermore, the basis of this concept in EU law and the narrow understanding in the Czech Republic, limited mainly to the use of the Fair Transformation Fund for the transformation of Czech coal regions, was presented.
