    State and citizenship relations constitute an important, and yet highly understudied subject in Central Asian studies. The gap is predicated on the overwhelming treatment of Central Asian citizens who inadvertently fell victims to authoritarian governments. From the perspective of the state policies and depending on the context, when the people are invoked, they are perceived as religious groups, ethnic majorities or minorities, women, and youth, but rarely as citizens. The proposed workshop aims to address the state strategies of earmarked and flexible segmentation of its citizens in contexts of national and international policies. It further aims to look at ability of the state citizens to adopt the classification patterns labeling them as religious groups, ethnic majorities or minorities, women, and youth, etc. to achieve their own goals within the state policy.
