Non-thermal electrical discharge plasma in liquids and at gas-liquid interfaces generate a number of chemical and physical processes that can affect both the chemical and biological components in water. Generally, the contact between gas and liquid phases can be envisioned in two ways, whereby in the first mode, the plasma is formed in the continuous gas phase with the plasma contacting molecules, clusters, aerosols, droplets, and planar surfaces of the liquid and in the second mode, the liquid phase is a continuous domain with the plasma formed inside bubbles introduced into the liquid or the plasma forms channels directly inside the liquid. In this chapter we provide an overview of the elementary chemical and physical phenomena involved in such discharges with an emphasis on liquid water and atmospheric pressure and temperature conditions.
