Lobbying may - under certain conditions - contribute to democracy. The semianr reflected upon first, whether lobbying is compatible with good governance, second, under what conditions lobbying can contribute to democracy, third, under what conditions lobbying can undermine democracy, and fourth, what can be done to deal with the dilemma that lobbying and interest group participation may undermine democracy. The examples will be taken from EU and Norwegian climate policy.
