Studie se věnuje přípravě a průběhu ustavujícího sjezdu Svazu českých spisovatelů v červnu 1969. Jeho charakter ovlivnila neochota spisovatelů dostat do otevřeného konfliktu s novým Husákovým vedením KSČ. Sjezd měl proto spíš pracovní charakter. Literáti na něm dali svým chováním vládnoucí garnituře najevo, že se sice nehodlají zříci svých názorů, ale nepomýšlejí na otevřený boj proti státní moci. Možnost využít sjezdu k manifestaci jednoznačného vzdoru proti nastupující normalizaci zůstala nevyužita.

The essay deals with the preparation and the progress of the constitutive congress of the Union of Czech Writers in June 1969. Its character was influenced by the reluctance of writers to get into conflict with the CPCz under the new leadership of Husák. The Congress was therefore held in a working spirit. The intellectuals sent a clear message to the government that they had no intention of changing their views but at the same time they do not intent to get into an open conflict with the government. Thus, the opportunity to use the congress in order to demonstrate an unambiguous resistance against the oncoming normalization remained unexploited.
