After the disastrous floods in July 1997 and in August 2002, lessons learnt from historic floods started to be sought also in the Czech Republic. It was demonstrated that the long time span of the 20th century without any occurrence of the floods in Czech lands led to a loss of the historic flood memory, which ought to be continuously revived in the interest of the society. There is a number cross-border floods in the Elbe R. basin with central- European significance. E.g. winter floods in 1784, 1799 and 1845 and summer floods in 1890 and 1897.

Po katastrofálních povodních v červebnci 1997 a v srpnu 2002 došlo také v České republice k oživení zájmu o výzkum historických povodní a poučení z nich. Protože po většinu 20. století se žádná velká povodeň nevyskytla, došlo ke ztrátě historické povodňové paměti. V zájmu společnosti je proto nutné počítat se stálým rizikem extrémních povodní. V povodí Labe se vyskytla řada přeshraničních povodní středoevropského významu, např. zimní povodně 1784, 1799 a 1845 i letní povodně 1890 a 1897.
