The study describes the process of establishment of the regional policy in the CR before and after the regional election, its institutional background. The influence of EU and its supporting schemes on this process is taken into account. The main attention is payed to the events and outcomes brought into life by this process in the region of Usti nad Labem; the question who, and in what extent, took part in the creation of the regional policy, the existence or non-existence of personal continuity in different regional structures is specified.
