    Thulium-doped fiber amplifiers are promising candidates for the optical amplification in the S-band /1460-1530 nm/. In this work we show that the 3F4 and 3H4 energy level lifetimes of thulium exhibit a pump power dependence in silica glass hosts due to the upconversion process 3F4, 3F4=>3H4, 3H6. The increase of radiative efficiency of the 3H4=>3F4 transition up to 160 percent, compared to pure silica host, through the incorporation of aluminium and post drawing annealing is demonstrated.
