The horizontally homogeneous atmospheric boundary layer over rough surface with a large roughness length is introduced to model the simplest cases of of the urban Planetary Boundary Layer over the flat plain. Radiosounding launched in Barcelona (ES), Lisboa, Evora, Neves Corvo (PT) and sodar measurements for wind above Prague (CZ) are compared with the universal profiles determined by the numerical simulation.

Horizontálně homogenní mezní vrstva atmosféry nad drsným povrchem s dostatečně velkou hodnotou parametru drsnosti je zavedena jako nejjednodušší model tzv. Palnetární mezní vrstvy nad rovným terénem. Radiosondáže z Barcelony, Lisabonu Evory, Neves Corvo a sodarová měření rychlosti větru nad Prahou jsou porovnány s universálními profily určenými numerickými sumulacemi.
