In diesem Kontext entsteht eine herausragende innovative Umwelt, in der die Informations- und Kommunikationstechnologien (IKT) eine Schlüsselrolle spielen. In den Vordergrund kommen das Internet der Dinge (IoT), das Internet der Dienstleistungen (IoS) und Internet der Menschen (IoP) sowie die Fragen ihrer effektiven Koexistenz. Eine wesentliche Tatsache dabei ist, dass das IoT kein geschlossenes System ist, sondern es ist dezentralisiert, genauso wie das Internet der Menschen. Die Umwälzung traditioneller Bereiche, die oft als eine „Disruption“ bezeichnet wird, schafft völlig neue Branchen und Konzepte. Dabei und damit entstehen auch relativ grundlegende wirtschaftliche, rechtliche und soziale Fragen (z.B. durchbricht bzw. verletzt das Sharing-Konzept der Dinge das Konzept des Eigentums an Dingen). Unser Beitrag befasst sich mit der Implementierungsfrage der „smart cities“ in der Tschechischen Republik – hier kann man eher von einer Frühphase sprechen: Die Herausbildung einer „intelligenten“ Stadt umfasst einen langwährenden Transformationsprozess. Hinzu kommt, dass das Thema der smart cities noch nicht genügend konzeptualisiert ist. In diesem Prozess wird die aktive Beteiligung aller relevanten „stakeholders“ wichtig. Eine größere Bedeutung gewinnen auch die Regelung und die Bewertung von Folgen neuer Technologien – mit besonderer Aufmerksamkeit auf die Möglichkeiten, eine neue Lebensqualität der Stadtbewohner zu schaffen. Description in English The concept of „smart cities“ is a reaction of fast-growing cities and their populations to the problems associated with the vast development of cities. In this context, an outstanding innovative environment is emerging in which information and communication technologies (ICT) play a key role. The focus is on the Internet of Things (IoT), the Internet of Services (IoS) and the Internet of People (IoP), as well as the questions of their effective coexistence. An essential fact is that the IoT is not a closed system, but it is decentralized, as is the Internet of the People. The upheaval of traditional areas, often referred to as „disruption“, creates completely new industries and concepts. In doing so, there are also relatively basic economic, legal, and social issues (for example, the sharing concept of things breaks or violates the concept of ownership of things). Our contribution deals with the implementation question of „smart cities“ in the Czech Republic - here one can speak rather of an early stage: The emergence of an „intelligent“ city involves a long-lasting transformation process. In addition, the topic of smart cities is not yet sufficiently conceptualized. In this process, the active involvement of all relevant stakeholders becomes important. The regulation and assessment of the consequences of new technologies are also gaining in importance - with special attention to the possibilities of creating a new quality of life for urban residents.
