The measurements were performed on a plasma jet generated by the hybrid water-argon dc arc torch at the pressures several kPa. We suppose that at such near atmospheric pressure our plasma jet is still close to the kinetic equilibrium. At the atmospheric pressure, the chemical equilibrium is due to the big radial gradient and axial velocity of the plasma jet not fulfilled, but it does not have an impact on the interpretation of OES results.
