    AnnotationThis paper critically evaluates the concepts of economic, monetary valuations of marketed natural resources and non-marketed environmental resources. It gives basic information on the targets and duties flowing from EU Directive No. 2004/35/CE of 21 April 2004 on Environmental Liability. It analyses the methodological procedures for restoring environmental damages and evaluates the Habitat Equivalency Analysis (HEA) recommended by the Technical enclosure of the Directive to scale compensation for natural resource injuries, based on the principle of equivalency. Besides HEA, which is the method of physical equivalency, the paper proposes to use an expert method of monetary biotope valuations that is much more flexible and simple in practical use and, due to monetary values, also has much broader applicability in all cases of natural and environmental resource damages and changes.
