    AnnotationMeasures are discussed which were step-by-step applied in the Czech Republic since 1990 to reduce the extreme spontaneous fragmentation of local government, and their impact is evaluated. They included tightening the rules applying to separation of municipalities, facilitating their voluntary amalgamation, support of inter-municipal cooperation and entrusting the execution of some responsibilities to larger municipalities. The effective way turned-out to be the bottom-up voluntary networking of municipalities in the form of Unions of Municipalities.
