They included tightening the rules applying to separation of municipalities, facilitating their voluntary amalgamation, support of inter-municipal cooperation and entrusting the execution of some responsibilities to larger municipalities. The effective way turned-out to be the bottom-up voluntary networking of municipalities in the form of Unions of Municipalities.
