Description in English What was the relationship between the modernizing Ottoman Empire and cannabis addicts in the late 19th and early 20th centuries? Through an analysis of 19th-century popular literature, Ottoman archives, imperial botanical and medical treaties, and entries in contemporary encyclopedias, it is possible to trace how the Ottoman ruling elite dealt with a segment of the population that became unproductive through excessive use of the substance. The main argument of the article is, on the one hand, that cannabis consumption was an activity that increased sociability among individuals of different classes and of different ethnic and religious background, and on the other a phenomenon that was studied by the Ottoman bureaucracy from a medical stance rather than a moral one.
