Annotation	The paper presents the combination of published H1 and ZEUS measurements from HERA I on inclusive DIS in NC and CC reactions. Since H1 and ZEUS have employed different experimental techniques, using different detectors and methods of kinematic reconstruction, the combination leads to a significantly reduced uncertainty.
