    The process of reforming the sub-national government in the Czech Republic is described and analyzed since its outset in 1990 until the beginning of 2003 when the so-called second stage of the public administration reform was implemented. The reform of sub-national government is viewed as a component of the country's over-all transformation that has been taking place after 1989. Beside acquainting the reader with the new institutional structures, particularly those at the intermediary level, also the democratization aspect of the reform is discussed as well as some issues of local government management. The chapter is concluded with a preliminary attempt at a summary evaluation of the reform.
