    AnnotationPolitical and administrative decentralization in the ex-communist countries is approached as part of the over-all societal transformation which has been going on since the early 90s. Four explanatory frameworks are discussed which were proposed or actually used in explaining the tranformation and can be applied to conceptualize devolution of government: the 'legacies' approach, the 'incongruent speeds of change' approach, the 'structural adaptation' approach and the 'modernization' approach. In passing, also the innovation, globalization, consolidation and localism perspectives are mentoned.
