Four explanatory frameworks are discussed which were proposed or actually used in explaining the tranformation and can be applied to conceptualize devolution of government: the 'legacies' approach, the 'incongruent speeds of change' approach, the 'structural adaptation' approach and the 'modernization' approach. In passing, also the innovation, globalization, consolidation and localism perspectives are mentoned.
