    The reform of territorial government in the Czech Republic, although it has been under way already some ten years, is still unfinished. After a successful first phase which had witnessed establishment of the new municipal administration, the second phase focusing on regional goverrnemt, has been considerably delayed. Causes of the delay and its negative consequences are discussed in the paper.
