Annotation	První část studie je věnována charakterizaci Herzlových diplomatických aktivit. Druhá část je věnována především jeho ideologickým koncepcím. Zvláštní pozornost je věnována sociální otázce a systému parlamentní demokracie v jeho pojetí. Studie označuje Herzlův koncept státu Židů za klíčovou představu jeho vize.
Description in English	First part of the article pays attention to the characterization of Herzl's diplomatic activities. The second part deals primarily with his ideological concepts, namely his perception of the social issue and the system of parliamentary democracy. The article underscores Herzl's concept of the Jews' state as a key notion of his vision.
