Autor ve stati uvádí, že světová státovědecká konstitucionalistická a politologická literatura k otázkám přímé demokracie, zejména referenda a lidové iniciativy, je velmi rozsáhlá. Skutečnou formou přímé demokracie je referendum, které se může konat z lidové iniciativy.

The universal constitutional and politological literature on the issues of direct democracy, particularly referendum and peoples´s initiative, is very broad. The real form of direct democracy is the referendum which can arise from people´s initiative.
