Velká pozornost je věnována populismu, a to jak teoretickému pojmu, tak populistickým praktickám, zejména syntetickému pojetí populistického 'odrazového můstku k diktátorství' F. M. Moghaddama. Hlavní příčiny populistické laviny jsou spatřovány v 1. globálních krizích, 2. resignaci občanů na svobodu a odpovědnost spolu s poddáním se autoritám, 3. novém komunikačním prostředí, 4. selhání tradičních stran a elit. Zdroje demokratické odolnosti jsou odvozeny z trojice hlavních demokratických pilířů, které jsou vysvětleny v pojmech politické psychologie: svoboda (minimalizace frustrace - přístup k hodnotám, politická a lidská práva), rovnost (vertikální blízkost, zejm. právní stát a volební suverenita lidu - právo volit a být volen). Pro demokracii je výzvou fakt, že její hlavní principy jsou v konfliktu (např. svoboda a rovnost) a benigní konflikty jsou pro demokracii přirozené. Konečně je také zdůrazněno, že demokracii je třeba již od prvopočátku bánit, neboť jak bylo empiricky dokumentováno Boesovou a kol., tzv. počáteční (onset) resilience demokracie je nezdolnější než resilience v pokročilejší fázi - proti demokratickému kolapsu (breakdown resilience). Description in English The chapter starts with a review of the democratic erosion since the beginning of the millennium with a focus on the Czech Republic. Great attention is paid to populism, both to the theoretical concept and populist practices, especially to the synthetic notion of the populistic 'springboard to dictatorship' by F. M. Moghaddam. The main causes of the populistic avalanche are viewed in 1. the global crises, 2. citizens´ resigning of freedom & responsibility and subjecting to authority, 3. the new communication environment, and 4. the failure of traditional parties and elites. The sources of democratic resilience are derived from the trio of its main pillars which are explained in terms of political psychology: freedom (access to values, lack of frustration of political and human rights), equality (vertical closeness - esp. the state of law, popular sovereignty), and fraternity (horizontal closeness - esp. humanism and civility). The challenge for democracy is in the fact that its main principles (e.g., freedom and equality) tend to be in conflict, in fact, benign conflicts are natural in a democracy. Finally, it is stressed that democracy has to be defended early on as its onset resilience is much stronger than its breakdown resilience as empirically documented by Boese et al.
