Kapitola připomíná Meineckeho rozlišení mezi etnickým a občanský národem. Ukazuje, jak byla tato dichotomie empirickými výzkumy v posledních dvaceti letech vyvrácena a všechny národy mají nejen etnickou, ale hlavně občanskou dimenzi. Na příkladu České republiky také ilustruje, že její občané nemají etnicky homogenní původ a za opravdového Čecha či Češku považují jen ty, kteří splňují občanská kritéria.

Chapter reminds Meinecke´s distinction between ethnic and civic nation. It shows how this dichotomy was empirical research in the last twenty years and all nations consist not only of ethnic dimension, but mainly civic dimension. On the example of the Czech Republic it is also illustrated that its citizens are not of ethnically homogeneous origin and as the true Czech they understand those who meet civic criteria of the nation.
