Obsahem příspěvku je teoretický popis důsledků plošné regulace nájemného, označované také jako tzv. regulace 1. řádu a její odlišení od tzv. regulace nájemného 2. řádu. Popisovány jsou rovněž metody praktické realizace regulace 2. řádu využívané vyspělými evropskými zeměmi. V příspěvku je rovněž stručně nastíněn vývoj míry zatížení domácností výdaji na bydlení v průběhu 90. let a vysvětlovány základní principy modelů adresného příspěvku na bydlení používaných v zemích EU včetně uvedení konkrétních příkladů

The text deals with the theoretical description of consequences of the rent control (rent regulation of 1. generation) and its distinguishing from the rent regulation (rent regulation of 2. generation). The practical approaches to the regulation of 2. generation used in developed EU countries are also stated. The trend of development of housing expenditures burden in the 1990s is also shortly mentioned. In the rest of the text are described basic principles of the housing allowance systems used in the EU countries including practical examples
