In this Paper in response to the ESA Voyage 2050 call we describe the key measurements that give direct access to the magnetic fields in the solar chromosphere and upper atmosphere. These measurements will have to exceed what is currently available. This will enable us to address the overarching questions when we combine it with the (simultaneous) measurements of the dynamic response of the plasma to changes that are induced by the evolving magnetic field.
