Annotation
Discussions on the use of the geostationary orbit for the benefit of mankind have been hampered a long time by the disegreement in the US Scientific and Technical Subcommittee on the character of the orbit. Adopting the scientific point of view as an agreed opinion of the UN would facilitate future discussions.
