    AnnotationCharacteristics of the Czechoslovak communist welfare state and its theoretical alternatives are considered first. Possible actors involved in social reforms are observed next. The particular problems and traps in individual sections of the Czech social system are summarized in the third part. The current lethargy of the Czech welfare system is apparently acceptable to both the politicians and the population and thus is basically sustainable in the long run
