Annotation	The paper brings alternative view on the problem of housing affordability based on results of extensive econometric simulations of public costs of alternative rent levels in social (rent-controlled) housing. The simulation model can be used as a practical tool to direct rent policies in both developed and transition countries. The results for Scotland and the Czech Republic were also presented
