Kapitola se zabývá anenskými patenty z 26. 7. 1913, kterými předlitavská vláda Karla hraběte Stürgkha pozastavila platnost české zemské ústavy a na místo sněmu a zemského výboru jmenovala zemskou správní komisi.

The chapter is concerned with the St Anne Patents of 26 July 1913 by which the Cisleithanian government of Count Stürgkh suspended validity of the Bohemian land constitution and appointed a land administrative commission instead of the Bohemian diet.
