Kapitola je zaměřena na mezinárodní srovnání a benchmarking a analýzu současného stavu v České republice. Zabývá se problematikou financování výzkumu a vývoje a hodnocením výzkumných organizací. Jsou předloženy návrhy variant řešení a stručné shrnutí jejich přínosů a nákladů.
The chapter is focused on international comparisons and benchmarking, and analysis of the current situation in the Czech Republic. It deals with problems of funding R&D, and evaluation of research organizations. The authors proposed alternative solutions, and briefly summarize their benefits and costs.
