Příspěvek se zabývá analýzou procesuálních charakteristik komunitního plánování sociálních služeb na úrovni obcí v ČR. Dospívá k závěru, že participativní charakter komunitního plánování se v reálu daří naplnit jen s obtížemi. Nedostatky v participativním charakteru plánování souvisí s institucionálním kontextem, v němž komunitní plánování v ČR probíhá, ať už z hlediska institucí veřejné správy, nebo z hlediska institucí občanské společnosti.

The paper deals with an analysis of the processual features of community care planning in the Czech Republic. It comes to conclusion that the participative nature of community care planning is only partially implemented in reality. The deficiencies of participative nature of community planning are influenced by the institutional context of community planning in the Czech Republic, in part by the design of public government institutions, in part by the institutions of civil society.
