The first part of the report provides a brief overview of the legal and institutional context in which communication between government and citizens takes place in the CR, with special attention paid to new information and communication technologies. The second part is a case study. It reviews experience in conducting public consultation in 1999 and 2000during the preparation of the government's White Book on Education Policy.
