Reálné hrozby, jež vyplývají z globálního oteplování, a postupně se projevující změny klimatu nutí státy Evropské unie transformovat hospodářství. Využívání fosilních paliv musí ustoupit ekonomice nízkouhlíkové. Plánovaná transformace je koncipována jako spravedlivá – tak, aby nikdo nebyl opomenut. Cílem spravedlivé transformace je předcházet negativním jevům, jako jsou zvýšená chudoba, sociální nestabilita, nezaměstnanost nebo stěhování ze zasažených regionů. Tento AVex objasňuje, jaké právní úpravy a další opatření bude třeba přijmout a kde a jak je v duchu spravedlivé transformace aplikovat. AVex vysvětluje pojmy jako klimatická spravedlnost, zranitelné skupiny či energetická chudoba a ukazuje příklady správného i nedostatečného přístupu k regulaci.
The threats posed by global warming are forcing EU countries to transform their economies. The planned transformation is designed to be just – so that no one is left behind. The aim of a just transition is to prevent negative phenomena such as increased poverty, social instability, unemployment or displacement from affected regions. The AVex explains concepts such as climate justice, vulnerable groups or energy poverty, describes what legislation and other measures will need to be adopted and where and how to apply them, and shows examples of both the right and the wrong approach to regulation.
