Článek popisuje kroky, které z titulu pravomocí v oblasti veřejného zdraví přijala EU v reakci na pandemii covid-19. Za problematickou byla považována zejména nedostatečná koordinace opatření přijímaných členskými státy za účelem potírání covid-19 v první fázi šíření této infekční nemoci, která vedla k narušení vnitřního trhu i fungování dalších unijních politik. S cílem předejít opakování těchto problémů předkládá proto Evropská komise, vycházející z návrhů Evropského parlamentu i některých členských států, návrhy právních aktů, které mají vést k vytvoření Evropské zdravotní unie. Tento projekt je v článku blíže rozebrán, přičemž se konstatuje, že přes dílčí otázky projekt prozatím směřuje spíše k ladění stávajícího systému než k zásadní proměně v dělbě pravomocí mezi EU a členskými státy v oblasti veřejného zdraví.

The present article describes the steps taken by the EU under its powers in the area of public health in response to the covid-19 pandemic. The deficiencies in coordination of measures taken by Member States in order to eliminate covid-19 in the first phase of the spread of this infectious disease in the EU, which led to the disruption of the internal market and the functioning of other EU policies, were considered to have been especially problematic. In order to prevent any recurrence of these problems, the European Commission, based on proposals from the European Parliament and some Member States, has tabled proposals which aim at the creation of the European Health Union. This project is furthen analysed in the article. It is concluded that, despite some of its aspects, the project, for the time being aimed at fine-tuning of the existing system rather than at a fundamental change in the division of powers between the EU and the Member States in the area of public health.
