Konference se zaměřila na působení okresní samosprávy od poloviny 60. let 19. století až do druhé poloviny 20. století v Čechách, které byly jednou z mála zemí rakouské monarchie, kde byl tento model zaveden. Okresní samospráva se rychle stala nejen důležitým faktorem regionálního vývoje a spolupráce, ale i základnou volební a politické agitace politických stran či oporou pro budoucí dosažení státní samostatnosti. V meziválečném období byly sice význam a role okresní samosprávy výrazně oslabeny, nicméně po roce 1945 se stala – byť v prostředí totalitního státu hodně formálně – znovu důležitým prvkem reformovaného správní systému.

The conference focused on the workings of district self-government from the mid-1860s to the second half of the 20th century in Bohemia, one of the few crown lands of the Austrian monarchy where this model was introduced. District self-government quickly became not only an important factor in regional development and cooperation, but also a basis for electoral and political agitation by political parties and a support for the future achievement of state independence. In the interwar period, the importance and role of district self-government were significantly weakened, but after 1945 it became - albeit very formally in the environment of a totalitarian state - once again an important element of the reformed administrative system.
