We define the tailoring of land-use policies here asa process that seeks to create a fit between instrumentsand processes of land-use policy on the one hand andproperties of land-use systems in a particular place onthe other hand (Epsteinet al2015). Tailoring influ-ences policy effectiveness. For example, forest clearingpractices in the Brazilian Amazon shifted from large-scale clearing to more extensive small-scale clearing(Assunc ̃aoet al2017).
