Kapitola se zabývá složitým procesem přijímání a výslednou podobou ústavní listiny z roku 1920. Přibližuje obtíže spojené s přípravou ústavy, a především s dosažením politického konsensu o základních otázkách – podoby parlamentu, vztahu státu a církví, postavení národnostních menšin a dalších. Ústava se stala výrazem dobové obtížné politické situace a z ní vycházejícího kompromisu mezi výrazně se lišícími zájmy jednotlivých politických skupin.

The chapter deals with the complex process of drafting of the Constitutional charter of Czechoslovakia from 1920. It discusses the difficulties associated with the preparation of the constitution, and above all with reaching of political consensus on basic issues – on the form of the parliament, the relationship between the state and the churches, the position of national minorities and others. The Constitution became an expression of the difficult political situation of the time and of the resulting political compromise between the significantly different interests of individual political groups.
