    This essay looks at the case of Austria-Hungary's refugee camps during the First World War and thus explores the instrumentalization of refugees' immobilization. It gives an insight into the ways the state managed forced displacement through a practical halting of mobility via encampment. The essay points to the case of Austria-Hungary during the First World War as an example of the ways states have organized crisis governance through systemized refugee containment.
