By analyzing the heat exchange between a driven nonequilibrium system and its thermal environment with varying temperature we propose a consistent extension of the (equilibrium) heat capacity to systems at nonequilibrium steady states. The (nonequilibrium) steady heat capacity can be obtained both from the excess heat in the quasistatic regime and from the linear response of the instantaneous heat flux to low-frequency temperature variations.
