The paper analyzes the conditions of civic participation that are elucidated by criticism of the deficits of public reason. The interpretation proceeds in three steps. First, the idea of public reason and discourse is analyzed, followed by an explanation of democratic deficit and of the social deficit in the second and third steps, respectively. These deficits are analyzed as an essential limit to political and social conditions of the participation of citizens. The critical analysis focuses especially on main pitfalls of the theory of public reason developed by John Rawls.

Článek analyzuje podmínky občanské participace prostřednictvím kritiky deficitů veřejného rozumu ve třech krocích. Za prvé, rozebírá ideu veřejného rozumu a diskurzu, za druhé vysvětluje demokratický deficit a za třetí deficit sociální. Tyto deficity jsou analyzovány jako zásadní omezení politických a sociálních podmínek participace občanů. Kritický rozbor se zaměřuje především na hlavní problémy teorie veřejného rozumu formulované Johnem Rawlsem.
