Seminář shrnul teoretické přístupy ke zkoumání jednotnosti poslaneckých klubů a analyzoval jejich praktické implikace na fungování Poslanecké Sněmovny parlamentu ČR v jeho třetím funkčním období. Mezi analyzované faktory patřily institucionální a systémové prvky a organizační struktura jednotlivých politických stran. Závěrem bylo předloženo alternativní vysvětlení nejednotnosti poslaneckých klubů, kterými jsou hlasovací většiny, jimiž byly schvalovány zákony. Vysoké vnitrostranické transakční náklady potřebné k využití těsných většin vedly k využívání velkých většin bez požadavku jednotnosti hlasování ve stranách.

The seminar summarised theoretical approaches to study of party unity among parliamentary factions and analysed its practical implications for the functioning of the Chamber off Deputies in its third functioning term. Among analysed factors belongs institutional and system features, and organisational structure of individual political parties. In the conclusions, alternative explanation was offered explaining the disunity of parliamentary party factions. These are the large voting majorities approving bills, as well as large intraparty transaction costs necessary for the formation of tight majorities which have led to formation of wide majorities without the necessity of unity within political parties.
