    The budget can be seen as a way to analyse the bargaining process in the state legislature. Budget negotiations reflect the various clashes between political and partial interests in the Parliament and in Parliamentary Committees. An analysis of parliamentary activities in terms of budget shows that during the process of transformation and democracy consolidation in the CR the functions of the Parliament with respect to the budget have undergone a great transformation.

    Státní rozpočet může být chápán jako cesta jak analyzovat legislativní process. Vyjednávání o něm odrází střety různých politických a parciálních zájmů ve sněmovně a v parlamentních výborech. Analýza činnosti parlamentu v souvislosti s rozpočtem ukazuje vývoj, ke kterému došlo v procesu transformace a demokratické konsolidace.
