Úprava služebních cest a výhod s nimi spojených byla výdobytkem byrokracie. Teprve po II. světové válce se lze setkat s tím, že o obecné pracovněprávní předpisy do sebe inkorporují úpravu pracovních cest. Předmětem výzkumu je legislativní vývoj úpravy pracovních cest se zaměřením na veřejnoprávní změny spojené s pracovními cestami cizinců. Zaměstnavatel je dle české úpravy oprávněn na základě předchozí dohody vyslat zaměstnance - cizince na pracovní cestu. Navzdory nedostatku pracovní síly a špatným demografickým prognózám se český zákonodárce vrátil k regulaci pracovních cest cizinců, kteří ke vstupu na český pracovní trh potřebují administrativní povolení. Hlavním důvodem je stále silné represivní ladění imigrační politiky.

Regulation of business trips and advantages related thereto has been considered as an acquisition of bureaucracy. Only after the WWII it is possible to get acquainted with the fact, that also general labour law rules incorporate thereinto regulation on business trips. The research object consists in a legislative evolution of the regulation on business trips accenting the public law changes related to business trips of foreigners. An employer is in accordance with Czech regulation allowed to send an employee - foreigner for a business trip based on the previous agreement. In spite of the lack of workforce and weak demographic prognoses, the Czech legislator has returned to regulation of business trips of foreigners who shall need an administrative permission in order to enter into the Czech labour market. The main reason is still a strongly repressive background of immigration politics.
