I question the very distinction between unemployment and inactivity. Next I complement my theoretical argument with the empirical evidence of the unemployment and the inactivity rates in countries of the European Union. Then I propose several explanations for the observed cross-country differences. Finally, I argue that policy makers should target both the unemployment and the inactive.

Zpochybňuji skutečný rozdíl mezi nezaměstnaností a nečinností. Dále doplňuji teoretickou argumentaci empirickým důkazem míry nezaměstnanosti a nečinnosti v zemích Evropské unie. Pak navrhuji několik vysvětlení pro pozorované rozdíly mezi zeměmi. Závěrem argumentuji, že politici by se měli zaměřit jak na nezaměstnané, tak na nečinné.
