Calibration capability in time and frequency measurement is discussed in view of the special characteristics of time and frequency /in comparison with other physical quantities/ such as the possibility of being transferred to/from distant places, concept of frequency /time/ stability, existence of non-stationary processes, and physical non-existence of the Universal Coordinated Time.
